Short answer: Free scrap metal pickup usually comes from independent scrappers, who haul metal they can sell, from a city bulk or appliance collection, or from a utility's refrigerator recycling program. They take steel, appliances and anything with copper or aluminum in it. Scrap yards often refuse tires and fluids, and appliances that still hold refrigerant need it recovered first. Give away a small pile of light steel. Sell copper, aluminum, a large load of steel or a whole car.

Independent scrappers find loads on local marketplace listings and by driving bulk-trash days. They are often the fastest option. Be specific about what is in the pile, and say if it has to go all at once.
What will a scrap hauler refuse?
Refrigerators, freezers and window air conditioners are the main issue. Under EPA rules for Section 608 of the Clean Air Act, the last business in the disposal chain, often a scrap recycler, must make sure refrigerant is recovered before the appliance is scrapped. If the unit arrives empty, the recycler keeps a signed statement with the name and address of whoever recovered the refrigerant and the date. The EPA does not accept a sticker as proof. The person recovering refrigerant from a household appliance for disposal does not have to be a certified technician, but the recovery equipment must meet EPA standards.
In practice, a hauler either has the equipment, or wants the refrigerant already removed, or will not take the appliance. New York City's sanitation department removes CFC refrigerant at the curb for free, but says it cannot collect newer appliances that use R600a or R32 refrigerant, marked with a yellow triangle and black flames.
Yards turn away more than refrigerant. Rockaway Recycling's list of items it does not accept includes tires, antifreeze, oil and paint, compressed gas cylinders, lithium-ion and other household batteries, and old tube TVs. Lawn mowers and similar machines are accepted only with the fluids drained.

When should you get paid instead?

A gross ton is 2,240 pounds, so light iron at that price is about five cents a pound. A 150-pound washer brings about seven dollars, which is why giving away a small pile of steel costs you almost nothing. Ten pounds of clean copper pipe is worth more than the washer. Pull the copper, aluminum and brass out of the pile and sell those yourself. Prices vary by yard, by region and by day, and a yard pays less than the exchange price. Do you need ID to sell scrap metal?
In many states, yes. Texas is a clear example. Under chapter 1956 of the Texas Occupations Code, a seller of regulated material, which includes aluminum, copper, brass, bronze and lead, must show a personal identification document and give the make, model, color and plate number of the vehicle used to bring it in. The seller must also show proof of ownership or sign a statement saying they are entitled to sell it.
The Texas yard records the sale, takes a photo or video of the seller's face and the metal, and keeps the records for two years. It can pay only by check, money order or direct deposit, unless the seller holds a cash transaction card. Selling central air conditioning coils also needs an air conditioning license or registration, or a receipt. Rules differ by state, so bring a photo ID to any yard.
